Special Construction titles generally designate the "year" as the year the title was issued. In states or cities with emissions inspections, this means forever failing. Your car isn't going to make 2021 emissions, even with an EJ Subaru and a stock ECU, to say nothing of a Type 1 running pig-rich Kadrons.
