Started the registration process at DMV, and was told it needed a second VIN, so I had to take it to CHP for them to add the body VIN, after that, I completed the registration at DMV and ended titled as a 1969 VW. Prior to 1969 only 1 VIN is needed, but later vehicles had two VIN’s, one on body and one on frame, that is why DMV sent me to CHP to add that VIN to the new body.

You were very lucky that the DMV didn't make you title it as a Special Construction and that the CHP agreed to do it. Where did they put the VIN number and what does it look like?
