With both rear wheels off the ground and in gear, when you turn one, the other should turn backwards. Hard to determine what "spastic" movement is but maybe hanging brakes?

As I mentioned the phone, we'll be in the area over the weekend and plan to try and get with you on Friday later in the day. We're off the track Friday at 1p and not back on until Sat Am.
