A stock single VW carb first with a small air cleaner, a Weber Progressive 2 bbl carb and air cleaner sits too high. It you are having clearance issues with a the stock set up it is generally caused by improper chassis shorting and the chassis is not perfectly level so the back tends to be up a couple of degrees or so. As Wolfgang's photo shows you can use that set up and a K & N cone filter on the end.
