DrClock has a brake question ~

I'm stumped at least until I have another go at it tomorrow morning . All new drum brake system on a dune buggy. New German bench bled master cylinder, correct pedal rod adjustment, new stainless lines, oem hoses, wheel cylinders, shoes & brake hardware. E' brake off and cables are free, adjusted the shoes correctly . Bled the system starting at the usual farthest passenger side rear wheel blah blah blah. Have good fluid pressure but the pedal is only I" off the floor and soft. Only thing I can conclude is that I may have a bad new cylinder yet again I have fluid pressure at each wheel cylinder............... What say you?
