That would be 40.64 cm, or 0.4064 meters.

Except for some reason, all the rims are in inch sizing, pretty much worldwide. Probably something to do with the British Empire in every corner of the earth. Maybe us winning WWII as well.

But that doesn't explain the metric and P-metric(USA) sizing for width in millimeters, and aspect ratio as a percentage of width. this explains it pretty well:

Why do I know any of this esoteric stuff? I sold tires for a few years when I was younger. Back when they had actual tire size/conversion/fitment books. You know, with paper pages.....
