Those louvers are functional. If you're doing it yourself you have to separate the top and bottom half of the engine lid and re-skin it with the louvered top. Or you send it to Greg Leach or Carey Hines and they'll do it for you.

"send it to Greg Leach" means the entire car. He can't do it with just the lid. Carey was far too busy to do it at all, when I inquired about it a few years ago.
