Wheels straight and car resting. Measure distance between the rims at the furthest back you can. Then measure distance between the rims as far forward as you can. You want them a little closer in front, and about 1/16th inch there translates to between 1/8 and 3/16ths at the ends of the tires on the plane of the hub. Which is the VW Beetle spec.
