Chris: Sounds a LOT like what I went through in Massachusetts - I swear, the two DMVs must be in Kahoots.

I am unfamiliar with the BAR (and don't really want to be, either) but what office is it? I think we may have something similar here called the "Motorist Assistance Center" (MAC) but they often dispense more grief than assistance, especially to the Hot Rod crowd. Honestly, they treated me really well and never even took a look at the car - they just "grandfathered" it in for an emissions waiver (mostly because the engine was built before 2007 - I don't know what the logic is there).
