The Romulus, Michigan part is most likely the builder. Metalcraft was based there and sold square tube frames for MG-TD, Gazelle, and Speedster replicas by CMC and others. In 1984/85, they went beyond selling the frames and started assembling cars. They used topnotch components like 4 wheel disc brakes and front assemblies (steering, etc.) from Ghia. They assembled about 600 speedsters from 1985 to 1998 per my discussion with the former principle. Evewn though the car appears ratty, the underlying build quality should be pretty good and the running gear easy to repair if work is needed. I have more info on Metalcraft if you'd like copies including engineering drawings, specification lists and choices, etc.
