Most of us have heard of Rafael, and as I recall he's well regarded. I don't know if he will sell one with the glass and rubber bits sorted. Pretty sure that Kitman doesn't. Both JPS and Beck sell turn-key cars, but the Becks are above your budget. You may be limited to Customs or Vintage. Check with @VSpyder (Greg Leach).
