A lot to like about it. Price looks good. Hard top, my preference for seats, cool looking engine with big punch, ...
Rebuild might not mean it was in a wreck. Depends on how the issuing state wants to title the "kit" car. Shorten chassis etc... Might be that the original donar car was in an accident. But VLAD is correct that would certainly be something to look into. I had to do 5 months of handstands to get a title for my IM in Georgia even when it had a clean, one owner title from Florida. The DMV just does not know how to deal with it. And they do not want to deal with it.
Best to get a copy of the title and have your local DMV let you know what you would be in for. Also if you were to phone the state that has the title, they can tell you via the vin number what the story is on that car...
Do you hear the voice of experience?   :-)

Yes, I am in Fresno, but this car is not in Fresno.  What made someone think it was in Fresno?

Very confusing description..."Used a 1974 VW chassis from salvaged car so VIN number is from 1974 VW. Currently registered and licensed in California as a Reconstructed vehicle--it does not have a salvage title."

Then says

"Full Tubular Frame Powder Coated. Not A Shortened VW Chassis."

I have no idea, but I'd bet it has the pan replacement frame Thunder Ranch was getting from somebody (Barrett?)  right before he got out. There were 2 or 3 cars being built with them, and there was something of a tiff regarding whether or not you could really call what he was doing a "tube frame".

It used nothing but the frame horns and VIN from a VW pan, and welded all the rest of it to those (minimal) VW pieces. If I'm not mistaken, John Steele was also offering this as an option for a while.

I sent some questions about the top. I women named Rachel responded and said the top was stored on it's side and is warped now. I asked for pictures of the underside of the car and they are coming. Still looks like a lot of car for the money. I would definitely be looking at it if I lived within a couple of hours drive. I am not buying one of these without inspecting it and driving it.

....This is what Street Beasts ended up using as their  " tube chassis "

When I was an auto shop teacher in MD  I ordered a "tube frame speedster chassis from Mc B' arrived months later and you could clearly see there were two different welders that put it together on who have some skills and the other looked like his first MIG day .   BTW the entire chassis was poorly designed, I wouldn't use it I had a couple of the kids set it outside to see how long before it would rust away...
