I did a quick Google on reproduction VIN plates for a VW... I assume that's what you need. I found this, but there is no image so don't know if correct http://www.vintagereproductionparts.com/details.php?ItemID=VWVIN2

I don't know how legal, but that's up to you! I'd consider just registering it as a "special construction" and let them assign a number to it. Seems something about the whole deal is a little weird. Did you just buy it?
DOSspeedie - Is that the red or black one? from Jersey chop shop? What does your title (assume you have VA one on it?) say it is? I can do you up a Reutter OEM name plate with your chassis # on it (have HarborFreight stamps).

I recently helped SO in UK who had bought one 4 years ago - US & UK Customs let it right in with purchase invoice and no title! MOT would not let him slide. It had MI applied VIN but MI claimed they didn't keep records of titles back past 10 years (cost $10 to find that out). Ended up buying rear VW hunk with chassis # and matching plates/title, cutting piece out and shipping it to UK!
