Here's a dumb question - are these "meant" to be visual or can they be really functional?

Wasn't the history of these for race cars, in case they had mechanical latch failure at speed?

Back in the day, I remember seeing them on many original speedsters, but about the only speedsters I saw anywhere back then were always at Watkins Glen or Mosport on the track, hence, my question.
