You assembled it correctly. The one on the pulley side is basically a thermostat controlled by the oil pressure (cold = higher pressure). It bypasses the oil cooler until the oil heats up and the pressure goes down.

The piston on the flywheel side controls oil pressure by limiting oil flow from the galleys through the pressure relief return hole to the crankcase. You can buy replacement caps for this one with an adjustment screw that allows you to dial in whatever oil pressure you want, within the limits of the weight of the oil that you are using.
