No, you need to measure the outside thread diameter. Buy one of those cheap 6 inch digital calipers. It's one of my most useful measuring tools.

For a 12mm bolt, 80ft-lbs is ok. Can't be sure of the max without knowing what grade (80 is above the dry torque specs for grade 5 but below grade 8. Metric 10.9 is equivalent to grade 8.). The 14mm is 16% bigger so it should take 93ft-lbs assuming 80 for the 12mm.
