Assume it's the old cable driven left front hub 356 repro Speedo?  If so take front hub cap off and check that cable sticks out the square hole in the wheel bearing cap.  Most use a C shaped clip to hold it on (or maybe cotter key).  Next I'd check back of speedo - is cable nut tighten on?  Remove it and look at cable end to see it is square at end.  Pull on end to see if it is broken somewhere in the sheathing.  My guess is it's the cable - pull it out - see if the inner drive cable out in one piece.  If all is good there - regrease it with Lubriplate or graphite.  Almost easier to replace cable with new one.  If that doesn't  work - then it's probably nylon drive gear in the Speedo.  It can be rebuilt - but costly.  Chinese repro are notorious for failing - Brazilian ones a little better.

my husband ordered a new cable, got it installed, I took it for a spin, I was going about 40, it stayed at 0 zero....then it started moving a bit, got up to 45, then dropped back down to 30 where it was stuck before.  My husband even sprayed some graphite in it.  Nothing...

Some cables don't have a c-clip to hold the end in the driver's wheel hub. I've used both and on the 9ne without a clip, I had to zip-tie the cable to something (brake line?) to keep it inserted enough to reliably drive the speedo. Maybe?

Tell us what kind of speedo it is or provide a picture of it.  I've taken several 914 VDO speedos apart and found the white grease turned to caulking.  You can clean up the gears and relube them.  I used white Lubriplate for fishing reels.  Oil or graphite would probably work too.  Some of the gears are nylon/plastic and others are pot metal.

Good article on taking them apart:
